Abstract

There are no considerable grounds to doubt that social systems due to our human nature are more complex than ecological ones, and correspondingly, are less predicted in the parameters’ change of their processes. These differences made them potentially less protected from the mistakes manifested in the ordinary life in comparison with the ecological ones and especially technical systems. Thus, the problem of personal competence, personal influence on the processes in the social systems, is getting more urgent.
