Staff Mobility in the Bologna Context

The article analyzes the Bologna process achievements with emphasis on staff mobility as one of the elements in the general strategy higher education internationalization. It also identifies issues that must be addressed in a changing environment. The main key issues of the Bologna Ministerial conferences by 2015 including are: common system levels; European system of credits; mobility; cooperation in quality assurance; national qualifications framework; lifelong learning; employment and social dimension of higher education. Three categories of the staff mobility obstacles, namely language skills, legal issues and personal situations are highlighted. Despite the political interstate level for problem solution there still remains unresolved issues in legislative and institutional support for staff mobility
